Technically no, since you cannot get rid of elections without mods. But then again... there are plenty of authoritarian policies like secret courts, installing CCTV everywhere, banning women from driving, restricting press freedom, making terms longer, have the police use rubber bullets, tear gas, water cannons etc. as they beat down protests.

And if you abolish term limits, you can be re-elected again and again and again. So you can play like a douche... and the best part? Some of your people will love you for it. But even playing anti-authoritarian isn't all warm and fuzzy necessarily. You still need to make a calculated effort to change society in a way to keep you in power. Unforseen things, like market crashes and terrorist attacks, still happen. You can still be assassinated by a voter group you stepped on too many times.
