I've had two trucks come through that had all the correct personal paperwork, no smuggling signs, and the only issue was the cargo manifest was wrong - 10 concrete instead of 9 on the list, and 1 gas range instead of 2 on the list, specifically. I made sure to mark an X beside Cargo List, as well. Both times I refused entry and it was rated as "Great" and I only got $80 instead of $100. What did I do wrong?...

judging by that and the tutorial popup explaining the trade ui, npcs are admitting to being a fence and dealer for illegal trade. Fences are knowingly buying and handling illegal goods and offering to an officer to impede justice. is this somehow wholly acceptable at a border? Do i have the right to lie and let them in then to arrest them? do i need to sell illegal items to them to prove the engagement in illegal activity?...

I found a guy smuggling drugs, and he tried to bribe me. How to arrest? The only option was "take $390 and let vehicle pass". I hit him with a crowbar, but the game ended immediately.
