I believe you are referring to Heroes Navalea and Laia, yeah you have to unlock them which is easy, though you need to play the game twice in order to do so. If it helps, Heroes from other DLCs (maybe excluding Yogger, I do not know) does not have to be unlocked, they are available from the moment you get DLC.

For the price I find it scandalous not to get them immediately, knowing that it is not specified in the purchase of the DLC, you have to go to act 3, it is not nothing, logic would dictate that 1 it is said and 2 we have them directly

Well, it is mentioned that you have to unlock them, but it should have been more obvious.

Act 2 actually, nothing stopping you from going straight to desert. Frankly the fact that the rest of the DLC's DON'T do this irks me. -.-

If it is too hard or time consuming for you then I have 2 suggestions to make it easier.
1) play on lowest difficulty, this way it definitely won't be hard, you just need to invest some time
2) I believe you can also unlock every Hero in Sandbox mode, though I am not 100% sure about that

How to lower the difficulty?

If you have not increased difficulty after beating the game, well, you are playing on lowest difficulty. Difficulty in AtO is called Madness level, lowest is 0, highest is 18 (as combination of base Madness and additional Corruptors). Madness levels are unlocked after you first beat the final boss.

Well, you cannot go lower, but you can try Sandbox mode, it would be best though if someone can verify if it can unlock Heroes and Pets. I think it can but I am not 100% sure.
