I've tried these actions that you recommended to me, and I've noticed another one ♥♥♥♥♥♥♥♥ (taunt option doesn't working if I trying to change it too).
I'm turned off dualshock 4 support in steam controller settings, and returned to default options. Unfortunately, that not helped. A keyboard works in normal mode.
Additionally, analog triggers are treated as two separate inputs: a single axis joystick, and a binary button. You may need to adjust settings in the DS4 Windows app so that the button inputs triggers at an earlier point in axis rotation than what it is currently.
I haven't used DS4 Windows in over a decade, so some of what I'm saying may be old and not work anymore. But that's how I would've tried to solve this if it were me.
