Check in the park for similarly skilled players and rematch as many times as you two agree. Also follow them in case you see them online again (it's in the right of the lobby selection list I believe).
The reason I think the tower works so well is that there's no real consequence for losing. Think of floor 10 as like a "celestial lite". You can face a broad range of players and skill levels without any true negative consequences.
If you get booted to floor 9, you can just stay on floor 10 anyway. The initial launch of the game meant that celestial was way easier to get than it should have been, giving people the false impression that their main goal should be celestial. In reality, celestial is supposed to be the exclusive club for tournament pros and 10 hours a day grinders to fight the best of the best.
If you prefer a traditional ranked system that's perfectly fine. But after reframing how I looked at it, it feels so much better to just play matches against both better and worse players without stressing about some sort of imaginary number.
Could be a rc, a wakeup super, a wild assault combo, a roundstart move, Fd or deflect shield. I'm sure there's something that interests you. Or you could just taunt alot while playing floor 9 matches or handicap yourself some other way....taunting is fun, and u play for fun, so taunt more and give the enemy some free meter.
So at this point, since the dev don't intend to fix the issues, your only choice is to accept that fact if you like the game enough, or play something else.
What worked for me to get rid of the feeling was just stop worrying about my floor, play wherever the game put me, and focus on improving my gameplay.
If you manage to do that I can promise you will enjoy the game more.
