I'm under the impression that Skopp, Noctis and Margarita each are actually homages to other cyberpunk worlds from previous works of fiction.

Skopp has a strong "Ghost in the shell" feel. A busy, crowded city on the surface, thousands of secrets and machinations behind the veil of comfort and prosperity.

Margarita on the other hand feels like "Blade Runner" more than anything. A dying city with a whole lot of empty, unused space, darkness and never ending rain.

Noctis: "Bubblegum Crisis". A city which never sleeps and always has something going on in almost every corner.

Harbor Town: "Armiage III." Lawless den with colourful denizens, good and bad alike.
