Click on the mules. If they are greyed out they are probably being delivered still, and will be following a trader. They might be unclickable if they are still off map. Otherwise, they should take you to the pack mule & person they are following.
The pack station is a bit clunky (IMO) and would be better if it ran more like the trading post, but alas it does not. Once assigned though, the mules will be there and will be following the family assigned to that station, unless something has gone very very wrong.
I dunno? Do they work shifts? I don't notice any bottlenecks due to it?
Not true. You cannot have too many oxen. You need some for general use (schlepping logs for construction), and you can assign some to the logging camp (schlepping logs back to the camp for storage) and to the saw pit (schlepping logs to the saw pit). You can also assign 2 to each farmhouse to help with harvest and plowing. I generally have between 8 and a dozen oxen.
If they are just standing round, then you have some other bottleneck happening. Unless you've borked your game up with mods or done something stupid like loading an old save into a newly updated game, in which case, you are on your own.
Horses only work for the trading post, and you have to assign them there. I build my livestock trader right next to the trading post, then I wait to order horse until all my stables are full. If the stables are full when you order 2 horses, they will stable at the livestock trader, and you can assign them to the trading post next door.
