Yes you can. You need to download and use the dedicated server and then use the game to log in to your custom server. The rest you can set up as you like - for example commander battle mode with AI units moving about.

@Tumble Trash Official - You need to log into your server with administrator rights (set that up in the "ServerConfiguration.ini" file found in your "Battle Cry of Freedom - Dedicated Server" folder. Then you can access the server settings when logged in and add bots and the likes on the fly. Hope that helps.
