I agree. I haven't even started playing the game before coming here to complain about the loud title song and the absurd oversight of missing volume control.

Moreover, I can't even leave the Options menu because contrary to what the Control submenu says, the ESC key doesn't do it. I had to shut down the game with operating system means and restart it.

The sound controls are in the party menu once you start the game. It is only a mystery why they aren't in the options in the title screen.
