Having the same issue.

So, my problem is that I picked up the wheel before activating the mission and now I can't complete it because it sends me to a zone to pick the wheel but since the wheel it's already on my bag there is nothing to pick and the npc doesn't give me any new dialogues. So the mission is now bricked for good.

Not sure if this is aknowledged or getting fixed (I doubt it) but maybe it helps future players.

Hello, same issue here - I found and looted the cart wheel way before finding the quest giver.

Now the quest leads me to where I found it, but I already have it in my inventory. If I go to the quest giver, he talks to me like I still haven't found it.
