Stuck At 30FPS No Matter What I Do... Help!

I wanted to come back to this game for a little nostalgia trip and use some new songs I've found but when I loaded up the game for a long time I was hit with a solid 30FPS. At the time I just brushed it aside and just wanted to play the game, but while in the middle of a run it was unbearable and had to stop.
I looked in the guides for how to increase my FPS to something that wasn't just 30 frames. Looked online for anything that would help increase my performance. Nothing.
So now I'm asking for some help because I just want to play this game smoothly again.

ngl i forgot i made this thread lmao

found out what the problem was:
apparently it was my playstation 4 controller causing the 30 fps

weirdly enough if i unplug the controller before starting the game, it'll stay at 30 fps
but if i start the game first and then unplug the controller, it'll fix itself to 144 fps.
