Why does Steam say 100% positive but when I get to the reviews part, there are a lot of negative reviews?

I was looking at the preview video, then I scrolled to check the price of the game... that's when I almost had a heart attack. How can someone ask that kind of money for that kind of game? And I asked myself, how can 100% of the reviews be positive? They probably are fake reviews so I decided to take a look at them. And I was stoked to see they're not fake, a lot of them are negative, so why does Steam show 100% positive rating at the top of the page?...
