Can't buy the game in Germany anymore :(

I have no idea how or what to do with the hand statue disk or the block in the hole, I've searched around and no one seems to pass this place, any help?

So I've encountered a very particular crashing point in the Drowned harbor. I'm guessing this would be the way to progress: the area is the most right down corner in the harbor, and the scaner points the ruined building as the point of interest. But every time I enter it, be it normally or via shifting module, the game just shows some kind of modal window and crashes afterwards. When I restart, I load in the beginning of the area.
