Can not access/purchase the Free DLC

Follow this guide if the Free DLC (True Vision DLC) store page can not be reached in your region.

Where can I get the Uncensor Patch (Without True Vision DLC) installed?

Even after downloading the u patch and placing it in the folder it still not uncensored. When I first started to play this game it prompted me to get the uncensored version and I did that and it WAS uncensored. But today when I go to play the game is is censored again.
