I am pretty sure you can look into mods and find them.

Those outfits were never on PC, so it's not as simple as re-enabling pre-order DLC, they'd have to actually update the game and add the assets and text strings and whatnot, send the build to QA to make sure it all works etc. And what for? The DLC is freaking free. It's just not worth the hassle for KT.

Just wait for Ryza DX if you MUST have everything in a single package. The trilogy is finally finished, so we're gonna get upgraded versions with all DLC included a couple years down the road.

But I would appreciate a notice like:
"We will release only the DLC that previously was available in your platform" or "This doesn't include PC/Steam Releases"

I actually have the files, and since this is free DLC, it shouldn't be against Steam's TOS to share them, so here's the link.

This is extracted straight from the Switch version with no edits or changes. Use Gust Tools[github.com] to unpack the game's data and replace any of the existing costumes with these. You don't need to rebuild the PAKs, you can play with loose files.
