insane stuttering
6600tx is only at 40%-50% utilization and the fps is a complete coinflip on startup.
Its either 99+fps or around 44fps,
and both get stuttering anyways.

Anyone know how to fix this?

Connect a controller to fix the stutter. The game will be constantly scanning for one if it's not found, resulting in stutter

Also, switching to borderless might improve GPU utilization.

Unfortunately that doesn't work for me. Even during the few times it ever goes passed 44 fps, there's still an annoying subtle stutter. I swear the performance is the exact same or even worse than when i was using an ancient R9 280x.

ok so i got it working a little bit smoother, but performance is sill around 70-80fps.
-first i opened up the Radeon settings, global graphics and reset shader cache.
-on the "regedit" i searched "AMD" and deleted all the keys in HKIDs except the default key
-for Atelier Ryza 2's Radeon graphics settings, i turned on anti-lag and enhanced sync. everything else was default
-on SETTINGS->DISPLAY, i turned on virtual super resolution, turned off gpu scaling
-turned off steam overlay for the game
-then i run the game change resolution to higher than my monitor's, close game, then open it up again

It runs smoother as long as I don't open the radeon sidebar or fullscreen overlay during play.

If anyone else comes in here, the actual issue is that the game has a ton of gpu sync points, which is unfortunately not something fixable by settings alone; the game cannot begin processing the next frame until the previous one is done on both cpu and gpu, which is why you'll see the game run at sub-peak framerate but still only have upwards of 80% cpu and gpu load.

necroing the above answer because it's not that. I just installed the game last week on a 9700k and 3070TI with 32gb ram. The starting cut sceene animations stuttered a little and so did the animations of Ryza's clothes once in the game.

Plugging in a controller stopped it.
