I know this is a long time ago but if anybody finds this thread while looking for a solution i found a work around

Basically first go to the map and area you want to fast travel too and hover over the text

then alt tab out of the game then tab right back into the game
for me when i do this i always need to click for the game to continue
and when I click from here it then brings up if I want to fast travel to the previously hovered area

Hope this helps anybody who is playing this game with keyboard and mouse

Change keyboard=106 to keyboard=30 under [KEY_ASSIGN_BASIC_OK]
Now you can use WSAD + E to navigate the fast travel menu.

Thank you so much this fixed it for me. Was almost rage quitting the game cuz I couldn't fast travel XD
