the first ryza has the same problem i dont think it got fixed so yeah......

This issue exists in quite a few PC ports of Japanese console games I've played. Yet for all the games I've played that have had this problem over the years, I've never heard of a fix nor seen a game patched to have it fixed. The "good" news is if you will quite possibly run into this issue again if you continue to play Japanese PC ports, so the controller likely won't "just" be for this game.

Thank you very much, did the local install thing and works like a charm. The stutters were really unnerving, keyboard controls are weird enough as it is :)

just get a controller. 8bitdo has nice controllers.

Nah, why buy a controller for a bad port of a game on PC, when mouse and keyboard is superior in almost all situation.

exactly, some games are better with controller while otehrs are better with mouse and kb

Got a controller and have to admit it's been a rather smooth experience, camera handling not as good as with a mouse and menu navigation can be tedious sometimes but in combat the controller is hands down the better option.

However the port is indeed atrocious, imagine a game port being unplayable on the target platform without the original control device...

Install vJoy. Launch the game, and then open the vJoy configuration and disable it. The game will switch back to KB&M input and the stutter will stop.
The PC controls are much better than the slapdash Ryza 1 port. The only issue is the camera control is a little wonky but not too hard to get used to.

I can confirm that this works and resolves and lag or stuttering
