you can either level your perks on lower difficulty levels, or use a custom map, on which you can spawn enemies that will help you level your stuff, or use SAM to change values of the desired stats (you won't get banned for using it)
edit: I didn't really answer the question, so here it comes: IMO it's not fun at all to play solo, because you don't get the "coop" experience. Enemies are pretty weak (all of them) and killing them is basically effortless on solo. Better get those levels bumped up (the legit way or with the "shortcut") and play with others. At the same time I'm deeply concerned about your abilities to play well on HoE, given that you've got only 50 hours on record.

Just join our team or play on other properly modded server that have regulated perk levels. In Scrnbalance veterancy is separated from perk levels, in most cases everybody is level 6 but their XP levels grants them some other stuff (fancy perk colors and different starting inventory bonuses).

Having to grind to do more damage is pretty dumb IMO

Some days ago there was someone who really thought you should not play online without your perks at max.
