Your only hope is if FromSoftware fix their crap. Don't get to excited about that because this problem is not new and they seem to do nothing about this. Relying on a anti-cheat piece of code to keep the game secure is a big mistake.
Maybe also this guy has figured out how to bypass both From and Steam servers, because I was always under the impression these games used Steam matchmaking. That's why blocking them prevented meeting them in-game, at least it was that way in DS3. It may have changed in ER. I dunno, but I'm blocking him anyways because it's just a general policy I have to block people dumb enough to name themselves "cheater".
Edit: I just re-read your post, and if you're with a host that hasn't blocked him, then he can still invade, regardless of whether you as phantom have him blocked or not. Pretty sure it's got to be the host that has him blocked for it to work.
