How free is the gameplay on the strategic side, is London as sandbox for the taking or are you more railroaded along a story line?

Had fun with the demo, scratched my Xcom itch and has some fun ideas that i'm looking forward to seeing play out long-term. On December 31, 1964, I was supposed to earn 165 dollars. (According to the monthly report) But: I suddenly lose $ 355. In addition, all the shops that I blackmailed in both Unlocked Districts are no longer under my control, even though I'm 100% afraid ( in both districts) . Looks like a Bug for me......
