that being said id still rather wait for the update to release in a finished state.
You need to enter the Command line each time you restart or reload the game. To enable the Console in game go to;
Options> Keyboard> Advanced> and checkmark "Enable developer console (~)"
Press the ~ key to open the Console and Click with the mouse cursor in the bottom part of the Console window where you can type. (It often closes the Console window when you don't click there first and sometimes even when you do, just spam click and try to type. I type in a browser or a texteditor beforehand and copy paste lines into Source engine Console windows)
Type (without the quotation marks) "hl2_walkspeed 75" to roughly move at half your normal speed. Default key for Walking is the Alt-key.
To change the key for Walking from Alt to something else go to the Keybindings option and scroll down to Miscellaneous Movement and Edit the key.
Default movement speeds are;
hl2_walkspeed 139
hl2_normspeed 141
hl2_sprintspeed 247
Crouching speed and it's commandline are unknown to me.
