The only thing shovelware about this game is the low amount of marketing. It's a game with wholly original assets and unique gameplay, released independently. It's getting updates because that is what responsible devs do.

Updates are still distributed via Steam, but release notes and announcements are no longer posted on Steam. You need to go to their site to find out what the updates actually do.

This is correct; my bad. More accurately the Steam release notes are less comprehensive than from what Nussoft provides in its respective neoaq and pixiv fanbox sites. I'm extremely late to reply (and I imagine you've already figured it out), but unlocking the T-Rex Skull weapon can be done via completion of Extra Stage 3. That's how it worked for me.
