Is this a variation of 3M's Wallpaper app?

I have this app and the screen shots look similar. Are these two programs related?

ULWP is a live wallpaper software the some theme is similar to 3DM, but will be more powerful and more customizable. The most important thing is that it also supports win7 (3DM live wallpaper only supports win10) and support Steam Workshop.

I don't like the idea and I think they should do something different. How can the promo images look almost identical? That is just wrong. I say pull it from the store and have them retool their product in both concept and design. I'm hoping this is not theft. STEAM needs to look into this. It affects their reputation and trust and sends a message to other developers that anything goes.

Well, I think you need to show a full feature list and some kind of comparison so you can explain the claim of more powerful. What's different aside from Windows compatibility?

Is there any chance to run this program out of steam? This is great but it annoys me that it shows that I'm in a "game" and counts the hours spent in it. Can I bought this somwhere outside of the steam?

Yes, ULWP support disable the Steam Support, just uncheck the option in tray icon menu "Prefences -> Enabled Steam Support" and restart app.
