I understand your point but you can't just compare things like that.
RE 2 and RE3 remake have some extra details in their files.
Like nemesis body alone has more polygons than the last fight stage.
If you add tessellation to that in the options imagine that.
Even the most powerful 3d program can only handle an amount of polygons at a time.
Now add physics, effects and the fact that some bodies don't disappear from the stage.
Just saying.
leave that at 1-3gb and image quality at 100% and yea the game can be maxed out. these options just allow for massive scaling in the future.
move your character around and watch how each strand of hair moves about
