Not really reskins, iirc they do have better tactics and their stats are better if you check B.A.M

To me, as someone who plays on Rage they're a complete pushover. Despite of the talon dudes appearing in higher numbers than other enemy factions, they are the most predictable and deal the least amounts of damage. Even in combat simulations they're a joke.

the only weapon they use in the campaign is a suppressed smg after all

i think that the Talon dudes should be challenging, specifically they should have and use equipment to stun you like flashbangs and stuff like that but also be more tactical and smarter. for now, they're just a re-skin of the Site 14 dudes.

they're pretty challenging to me? especially on Extreme or rage mode I've noticed they have absurdly cracked reflexes and can mow me down in the blink of an eye. they're on par with the Lawyer Thugs in terms of reaction times, I think. they become superhumanly fast to react on those difficulties.
