What in the world. I did take a second look at the roman numerals when I saw them, but had no knowledge to decode them beyond numbers. . .

When you say that, I can only think of how there are four save file slots for the game. Therefore, within their world, there can only be four instances in which they all wait for The Loop, the Hex, the Anti-Hex. . . and since only one of those four periods of waiting can be active/played at one time, every moment is merely within one of four waits.

There is a video posted on this forum showing discarded areas/levels, which may have been cut from the final game due to time contraints. Possibly the fourth empty hook was intended for an item that suffered the same fate.

Regarding the "ONE OF THE FOUR WAITS", I personally think that this is related to Noctae, during the final level you come across these "four" statues, "one" is broken...

When you gain all three golden discs you unlock the secret temple area where you encounter holograms of ancient owls, three of these owls are shown as statues in the picture above.

However, there is "one" other hologram which is secretly hidden...

It is Noctae, and resembles the broken statue in the previous picture, my theory is that he is the "one" of the four that is waiting (to be found).

Or Aegolius/Noctae is saying he waits for the 4 heroes to unify.
