Build Recruiting Barracks

So it says I need a Workshop to build Recruiting and I have one and I also have enough iron but it still does not allow me to build. Is this a bug?

Hey, thanks for your feedback! Did you load the game? or is a new campaign? And more important, are you try to build it? I would need this info to fix the bug, thanks mate!

I started a new campaign. Yes I am trying to build it.

Sorry for the confusion. I started a new campaign yesterday because of the new update. I haven't played in a long time and played for a couple of hours yesterday and ran into this situation.
