Even if you enter far enough to trigger a quest you can leave at any point without affecting main story
Is the DLC the land north of The Grave Horde Ruins? Yes, simply climb the small cliff just north of the Grave-Hoard to begin the journey up to the DLC area.
Are the Ruins part of the DLC? No, the ruins are actually part of the fifteenth main quest of the base game (the quest is called The Grave-Hoard) that sends you there to search for more information. Until you have that quest you will not be able to enter the ruins.
How far North can I go before triggering DLC? Just past the Grave-Hoard you'll find a campfire and a small cliff that you can climb. if you climb up you'll find a small camp with an NPC (Yakiri) who you can speak to and receive the DLC intro quest "Into the Frozen Wilds". Yakiri is one of three NPC's who can give you that particular quest, the other two are Ohtur in Daytower and Rhavid who is on the road approaching Meridian. Note that once you have the "Into the Frozen Wilds" quest both Yakiri and Rhavid are automatically removed from the game, so if you've already spoken to Ohtur in Daytower and got that quest then you will never find either Yakiri or Rhavid anywhere. If you don't speak to any of the NPC's to acquire the "Into the Frozen Wilds" quest then, once you arrive in Song's Edge (the main "town" for the DLC), the quest will automatically be added for you. It's worth pointing out that if you do progress past Yakiri's camp then you will soon face off with one of the new DLC exclusive machines, so if you aren't level 30+ and have reasonably decent gear that fight may prove to be a bit challenging.
It adds some interesting riffs on the lore and you have the option to get some really strong weapons.
New weapons you can get from the DLC will come in handy if you decide to do a New Game+ on Ultra Hard
