It's readying everything out loud because it thinks you can't see. Windows thinks you're a disabled person. You have to turn it off in windows.
If you don't know the answer. Don't give incorrect information.
Open up settings from the main menu or in game, and below Bethesda.net you will see an item for Accessibility. It's the Screen Narration setting. (Narrates emotes and reasons for declining trades)
So you're clussless about windows accessibility options for the near-blind. Got it.
It sounds like a bot because that's windows doing the talking. The game depends on the windows app for narration so if it's disabled in windows then it won't be an issue in game. He's welcome to disable it however they choose but I went straight to the source while you were just plain rude.
If you would like to turn on the Speech-to-Text option, you can toggle it on/off under Settings > Accessibility in the menu.
Speech-to-Text
Turning Speech-to-Text ON will add a new message window to the UI that will transcribe all voice communication from other players in the area.
Message Window Fade Time – Changes how long the message window stays on screen after the last message has been received.
Message Window Visibility – Changes the transparency of the message window.
Screen Narration
When the setting is ON, you’ll hear the audible description of emotes from other players in the area. For example: “[Player] wants to team up!”
