Nevermind as it turns out this one file fails to validate all the time

I GOT THE SOLUTION
There is a cutscene up the stairs, you need to activate it first as charlie then you can do whatever
If not even that works before hand I did turn down every graphics option besides resolution and made it window mode. If the former doesn't work by itself then in combination it should work flawlessly.
