ye I also have this issue, whenever I verify the integrity of the game after 1 file is always missing no matter how many times I verify

There is a cutscene up the stairs, you need to activate it first as charlie then you can do whatever
If not even that works before hand I did turn down every graphics option besides resolution and made it window mode. If the former doesn't work by itself then in combination it should work flawlessly.
