it's at the end of step 3 where you're in the restaurant, you can't already be in a relationship with him but have chosen options that you would like to be.

When in the restaurant you have to be upset (I chose bittersweet and focused on the bitter part), and leave to the car.

Here you can ask Cove to join you or stay by yourself (gotten it by doing both he'll join you either way) just don't invite Liz.

I'm pretty sure choices in the car don't matter much, but when walking back is when he should confess.

I've tried it, and they just go back to the restaurant right after😭

Criteria according to the game dev involves:
- Not confessing yourself in Step 2 AND 3.
- Be at Crush or Love.
- When talking to Lee at the start of Step 3, don't say Cove is already your boyfriend and don't think you aren't ready to move into more serious relationship; should say something like "you'd secretly hoped he felt more than that" or "you haven't admitted you were in love with him", depending if you're at Crush or Love stage.
- You don't have to be upset to get the confession, but if you do then make sure you have Cove and only Cove with you.

I GOT ITT THANK YOU SO MUCH!!

So I ended up getting this achievement by total accident in my latest run, by having an impromptu sleepover with Cove after returning from Restaurant (so texting him to come over, then asking if he can stay the whole night), and he ended up blurting out "I love you" to the MC in the middle of a conversation lol. Which counted as a criteria, apparently

(The reason I say "accidentally" is I'd already gotten together with Cove in Charity, so I definitely wasn't expecting to unlock anything)

That being said, it doesn't seem like you HAVE make a specific choice after he comes to your room. Even if you tell him immediately that he can go back home, the result's the same. Although little less cute
