You could, but you would miss out on one of the most important upgrades even for green trains and that's Tunnels.

The game is very much a sandbox in which you can play the way you prefer. I personally find regional trains the most interesting and fun but if you don't like them you don't need to bother with them, it's up to you how you want to play.
