Yup. Either stop recruiting more or buff those luxuries. It'll only get worse if you don't expand your infrastructure whilst also expanding your population.

^ Midas is right. You have to balance your recruitment rate against how quickly you can provide improvements that will raise Happiness to compensate. Sufficient/improved housing, decorations near that housing, a larger variety/higher quality of meals, having Doctors to keep down the number of Poisoned people, social buildings for festivals, etc.

That said, it's not too hard with a little planning ahead to stay ahead of the Needs increase well enough that you at least never go so low that people start leaving. A little luck with resource gain might even let you stay far enough ahead that your recruiting timer never stalls out even once. ;)
