Report a translation problem
Always possible it's a glitch not a bug. They have the same effect but a glitch can't be reproduced and it just kinda happens, usually due to some data that got corrupted but not enough that it crashed the game.
I don't own this (yet, I'm deciding) but can you go back to an earlier save?
If not because of how it saves I recommend using a program called Game Save Manager (Google it). I run it every day (well if I've gamed) and save the (compressed) backups to my OneDrive folder.
It's saved my ass many times.

To be honest with you, it is completely my bad and I messed this up a bit…
In the same time you have written to me on 19th July, someone reached out to me via email with the exact same problem and I somehow messed up my messages and overlooked yours.
I’m so sorry about that.
The good news is, I already solved this issue.
Please make sure you update Adam - Lost Memories on steam, and you should be able to rotate the valve now.
(If your save files points you right besides the valve we speak about, please take a couple steps further from it, and then approach it again. This will reset the code inside the valve)
