Not the most perfect fix, since you have to do it every time, but it works.
(I have a /2070/ and it still lags for me, though I imagine it's the CPU, not the GPU, that's being taxed)

So as far as my experience with this game, it run smoothly and it is very stable game. I did nothing special, no tweaks, just regular settings I use for most of the games.
1080 Ti, 10600k, 32GB RAM
I use PS4 controller and it works.
1. Go to Nvidia Control Panel
2. Click manage 3D settings
3. Click Program settings and find Atelier Ryza
4. Once you've clicked on the game you'll see the drop down tab that says, "select a preferred graphics processor for this program" this setting should set to global by default
5. Change this setting to, "High-performance NVIDIA processor"
This should solve the issue, I tried this and it fixed it immediately for me. I heard the controller method works for some people too but it didn't for me. So if anyone else experiences this problem follow the guide above and see if it works.
Plug in a controller and its anxiety induced lag will go away.
