This achievement only has 10.8% of all owners who has unlocked it? What's going on? It's literally given on booting up.

PAYDAY 2 has a achievement where you get it when you mask up your character, like 5 minutes into the tutorial for example, 85% of all people got it, if 15% people get stuck on the main menu or can't play for some reason, or never downloaded and booted up the game, I can understand.

But how do you get 10.8% here?

Is this a relatively new achievement? I cannot think of anything else.
