Here's a handy trick to double-check your progress -- if you check your output_log.txt file in %appdata%\AppData\LocalLow\Neat Corporation\Budget Cuts 2\, you can see a running record of what required targets you did *not* kill, for purposes of the Evil Murderer Human and Pacifist achievements. Look for the phrase "Missed killing" and you can skip around the logs easily.
Same trick works for tracking whether you're on target for Pacifist in BC1, btw.
As for dealing with you-know-who, did you bait the place you need him to walk onto first? If you did and he's still not cooperating, try crouching near the switch to be 100% sure you're out of sight, then reach up and smack the button when he's in position. I'm quite short, and I'm still able to reach it while ducking, so it should be doable.
