Do riot shield actually block bullets?

I've only played a few hours yet, at one point i killed a supervisor with a riot shield and a grenade launcher (not sure what their name is). I then took his shield hoping to be able to deflect bullets like a badass but it didn't work, are they supposed to deflect bullet or is it just cosmetic? It could be cool if they could..

The shields are indeed supposed to protect you from bullets! I'm sorry to hear it didn't seem to work. But I encourage you to try and use them again, if the problem continues to occur, we'd be grateful if you report back about it!

Okay, i'll try again then. It does sound very cool and i was surprised when the bullet went through the shield. It probably was just a bug. Thank you for the response!

I've been having the same shield problem. I just brushed it off thinking the shields were intended to only be cosmetic. Great to hear it is indeed a bug.

It doesn't even let me pick it up at all in the game
