That encounter comes after V turns a life or death scenario into a promotion opportunity for her. A one night stand falls into the "least I could do" category which she fully admits to. If she wasn't scared for her life in the first meeting it means her... assertiveness is normal behavior. That is a whole hell of a lot of edge to carry around on a daily basis.
She dodged a lot more than just a simple bullet. And having done so she's going to be riding that high for days, if not weeks.
devs probably weren't too worried about this oddity, but they sure had plans for it because that was an option in the 2018 gameplay reveal.

-but she needs to have contacted you and arranged the liaison. If that hasn't happened, you won't be able to meet with her.
edit - just realized I am thinking of the wrong meeting with Meredith. Tokken's answer, below, is correct for the point-in-time this thread is referring to...
Dex told you about Meredith during The Ride and you got her number to call. You should have seen an 'Optional' job of meeting her _before_ doing The Pickup. If you completed the Pickup without meeting her, you lose that option. In general, when the game gives you an optional objective, you don't want to ignore it.
