Some enemies are resistant to smart weapons; a handful of tyger claws comes to mind. If you quickhack cyberware malfunction on them it should work.
Other than that, make sure you have the smartlink cyberware installed as mentioned above, and let the crosshair lock before firing I guess.

Smart weapons track targets by adjusting bullet trajectory. It's a lazy and fun way to kill stuff.

The Ashura sniper just doesn't work very well in the early game. You have to mod it, spend Perks that increase its reliability, and you have to _wait_ for a complete target-lock. As mentioned, some enemies are resistant to Smart weapon-lock. This is true of all Smart weapons, to some degree. The game doesn't make it easy for you.
What level of the game are you at? You don't get the best weapons early in the game. Eventually you'll get a crafting pattern for the Ashura and it will have mod slots, assuming it's Tier 3 or above.
