"C:\Program Files (x86)\Steam\steamapps\common\Cyberpunk 2077\bin\x64\Cyberpunk2077.exe"
(assuming you installed the game on your C drive, otherwise, whichever letter drive you installed it on)
make a shortcut to the Cyberpunk2077.exe file on your desktop.
double click that to get the game to run directly from the exe, bypassing both the red launcher and the steam launcher.
upside? you wont patch (if they add any more, that is) and if you were crashing at ether launcher, you should be able to play.
downsides?
no achevements, no steam overlay, no screenshots. steam wont recognise how many hours you played ether.
but you can still have steam running in the background, incase you want to talk to friends in chat.
also, since you said you reinstalled..did you have mods?
in which case
https://www.nexusmods.com/cyberpunk2077/mods/8595
Cyberclean.
grab the 'CyberNuke' version and drop the .bat folder into the main cyberpunk folder.
double click that to run it and it should whipe any left behind fragments of the mods.
(then try the .exe file shortcut, if that didnt work)
