Donbas would offer a strong military component to the insurgency. Crimea - a bigger challange with locals as there are at least 3 groups of locals with often opposing desires to please.

So instead of a tank depot, we would have an airfield, right? And perhaps, the airfield could give a little buff for airstrikes and drone surveillance by decreasing R&R time?
Although of course, it would be a high value target for the insurgents and you would have to defend it, perhaps there could be upgrade options to install a garrison and defenses.
Also another crazy idea, there could be an option for air-dropped humanitarian aid. It could give you support level boost over an area, but if it was controlled by insurgents or near an insurgent-held area, there could be the possibility of the insurgents capturing the aid for themselves and give them a small strength boost as well as nullifying the local support boost. While on the other hand, if it was controlled by Coalition or National Army units, it would give a small combat buff.
Also, along those lines, give you a chance to work with multiple outside organizations. You can go a private route, hiring international mercenaries instead of coalition forces, or you can try to get Chinese or Russian aid instead of relying on a Western Coalition, or something like that. All of the international partners would have their pluses or minuses, of course, and depending on how you balance them, you might get them to support the insurgent/opposition forces.
Also a more competitive/organized opposition force could be interesting too. A proper civil war scenario where the opposition is essentially a second player-nation. I'm not sure how that would work, but it could be quite interesting.
