How to get informative tooltips for skills?

I was watching a zomboid stream, and when they hovered over skills like cooking, fitness, etc., a tooltip popped up describing what the skill does, but when I hover mine, it just says skill level, locked/unlocked, and xp boost if there is one. I was looking in the options menu and don't see anything, but might've missed it. Tried clicking the "i" at the top, thinking maybe I accidentally turned it off, but that just describes the skill panel overall.

Check keybindings if such an option even exist, or other parts of the menu (likely somewhere on the UI).
If it is not present, than
a) streamer was playing with a different version of the game
b) mods.
