THE GOOD PLACE (PRISON) - can't enter underground?

There is vault/underground door right in the prison courtyard.

I have intel that says it's the "yard entrance to the underground prison".
BUT when I click on the door, instead of leading underground, popup only says "do you want to retreat mercs" as if it was the edge of the map, which doesn't make any sense.

Is this a bug or did I miss something?

No, say yes and you will see which mercs are not able to go underground. I guess they are not fit enough. You will have to wait some time to enter with all mercs.

Ok, thanks, I figured this out. Previously I "retreated" mercs one by one and they just disappear from the map, no way to "access" underground, nothing...
Now I tried assigning mercs to different squad before entering and only then I could enter underground from satcom view after selecting that squad.

Great game, it's cool that there's not much handholding, but it sometimes makes such a bad job of communicating how some mechanics are meant to work.
