In the past, the mods were treated like startup parameters. Accepted by all.
Why do you have to browse unsupported mods while you are on the server?
In your example, a cheater could connect to a server and load mods/cheats afterwards.
This looks like you are looking for a more convenient way to cheat.
PS: You can see by the mouse icon in your post if it's installed or not. ;)
Also, it helps when in the editor. We'll often need the ID of a unit or want to find the category a unit would be under, something that'd be made 1000x easier if we could just see the list of our mods and what we've recently added/forgotten we've added. As well, we'll add mods to the server in groups / several at a time, it's nice to be able to scroll down the list and mentally tick what we've now configured and installed properly without having to just remember and usually end up forgetting.
There is absolutely no way in hell that LOOKING THROUGH your mods on the launcher is going to help someone cheat. That is not at all how Arma or BattleEye works. Neither did I say I wanted the ability to make any changes to the mods; something that, even if it were possible, wouldn't even work until a restart because of the nature of Arma's mod loader - you can't load mods mid-game, that's literally impossible. Also, no proper cheat would be loaded from Arma's launcher anyway since it'd be so easily detectable. A cheat would utilise injection or something that'd bypass BattleEye undetected.
Again, I want the ability to scroll through the mods on the launcher. That's it! The very simple UI navigation you can do when the game isn't open, I want to be able to do when the game is open. It's that simple. I'm really not sure how you can find any malice in that request but since you did and, with all due respect, you don't know how anti-cheat or Arma's mod loader works, please don't make accusations you aren't informed enough to justify.

Same here, I still forget sometimes what I have loaded and would appreciate the ability to scroll through my modlist, as it doesn't always lock at the top. So I can't even look through the transparent layer.
