Report a translation problem
There are two answers I always give because they solve most of the problems.

After you verify if the game still says it needs to finish installing then you probably need to temporarily disabled your antivirus. Steam installs some files when the game is launched for the first time and antivirus software can block Steam. Disable your antivirus until steam finishes the install and it should work after that.
If you're still having issues fully reinstalling the game often works too. Otherwise let me know if it these 3 things don't work and I'll try to help or someone else can
This is a fresh install. I have uninstalled and re-installed the game three/four times and I've not transferred the files. I couldn't do such even if I wanted to as the old computer hard drive died. I have now verified integrity of game files twice. This time included. Finally turns out my anti-virus was not launching on computer startup and I was unprotected. I'm fixing that the second I'm done typing this. So thanks for making me look into that.
To explain what I was on about earlier. I was trying to say that steam was unable to do it's first time startup due to not having access to the files required to do such for some reason unknown to me. This may be what's going on but I know jack and ♥♥♥♥ about software so dunno.

I'm gonna try hitting install and waiting it out although my hope is low. I'll edit to say the result.

In general it appears that your computer believes the current User or Steam does not have admin privileges to do what they need to do. It's an annoying common issue with Windows OS but easily overcome by running programs as an administrator. (right click the program and select Run As Administrator).
It would be a tad strange if AvP is the only game with this error if other games you've installed after AvP work without the error.
In case the website I linked above doesn't work, bring up a Command Prompt in Admin mode. Run this command but change the directory to wherever your Steam directory is:
If that doesn't work try running Steam as an administrator directly by Right Clicking the Steam.exe icon, select Properties, and enable 'Run this program as an administrator' found in the Compatibility tab.
I downloaded BattleFront and it runs with no problem. This is the first time I ever have this issue with a steam game.
From what I can understand some sort of windows update messed up the .exe's compabability (guessing here cause recently a windows update happened and we're all getting issues)
That or something is wrong with the .exe entirely and it's not booting and steam doesn't have a good copy so we can't get a updated .exe cause it's on the updated version allready

Now that doesn't fix the issue of the game crashing when trying to play multiplayer but fixes the game not launching issue. Hope it helps.
Those exes work for a while in Singleplayer, but at Mission 3 the Game keeps crashing every time.
Just copy AVP.exe and AvP_DX11.exe into the game folder.
Worked for me.
