From what I gathered from the site, this is only for Japan? It says in rules the region is JP. So no one from outside there can participate?

I believe you can still join- you may need to go into 'config' on the main menu and change your region to "JP" before the start of the tournament. (It is likely defaulted to "BEST".) Join the discord in the document and there is a channel for entry.

If you are looking for future tournaments, this is a good server to idle in. They will post the various tournaments and links as announcements to everyone in the server.
