Can the characters learn magic? like spells? Or is it only melee weapon and gun?

it only lets me choose 1280 x 720 everytime I load the game up. Userconfig.ini is editable and saveable, but the game launcher only lists 1280 x 720. I think the game is running at least at 1920 x 1080 otherwise I would have black borders, which I don't, am I right?...
